The State Government on Tuesday informed the State Assembly that it has already started process for reorganisation of gram panchayats (GPs) on the basis of the 2011 Census population.

“Modalities for reorganisation of gram panchayats have been framed and information has been sought from all district Collectors for the purpose,” said Panchayati Raj Minister Arun Kumar Sahoo in a written reply to a question put by MlA Naba Kishore Das.

As per the modalities, restructuring of GPs will be made within the Panchayat Samiti area, existing GP headquarters will remain unchanged, a revenue village will never be bifurcated, GPs having population of 10,000 or more shall be bifurcated and reorganised basing on geographical location, natural barrier and administrative convenience for constitution of a new GP, boundary of existing GPs will be changed by inclusion and exclusion of villages on the ground of geographical contiguity, natural barrier and administrative convenience.

The distance factor from the farthest village to the proposed GP headquarters should within 2 to 5 km. The average population of the Gram Panchayat should be around 5,000. Similarly, GPs having population between 2,000 and 4,000 can include adjacent villages. Each GP must have at least 11 wards and not more than 25 wards.

The number of Zilla Parishad Constituencies within a Panchayat Samiti area would remain unchanged and accordingly, the ZP Constituencies would be reorganised.

The villages which will have population of 2,000 and above would be given first priority to get name of the concerned GP headquarters. Similarly, villages having 1,500 and above and 1,000 and above would be given second and third priority, respectively.

The Minister informed that the proposal approved by the State Cabinet on reorganisation of blocks in Malkangiri district would be taken into consideration and accordingly, reorganisaion of GPs would be done keeping in view the position of Chitrakonda block and other blocks.
