Now, one need not rush to find out a Gazzetted Officer for attestation of his or her certificates. New Chief Secretary Gokul Chandra Pati has initiated fresh reformative measures which are aimed at accelerating implementation of projects and schemes and hassle-free public service delivery.
Particularly, the step taken for self-attestation of candidates instead of running from pillar to post for having attestation done by Gazetted Officers is considered to be a great relief for every citizen.
Pati, while addressing the All-Secretaries Meet here on Monday, advised the departmental bosses to promote self-attestation of documents by the applicants or candidates instead of attestation by Gazetted Officers.
The departments were asked to identify the services in which self-attestation would be accepted.
For the purpose of crosschecking the authenticity of self-attestation, the Chief Secretary advised the departments to maintain an online database of various certificates for tracking them whenever needed.
A number of Secretaries have taken steps to implement the self-attestation programme as early as possible. Commissioner-cum-Secretary of Fisheries and Animal Resources Development and Cooperation Bishnupada Sethi has initiated the process in both the departments.
The Chief Secretary also advised that the Result Framework Documentation (RFD) should be simple, short and actionable. By simple, he meant that the RFD should contain action points, both short and long-term, with timeline for accomplishing it.
It may include reform initiatives and policy interventions necessary for expediting the process of service delivery and project implementation.
Prime Minister Narendra Modi recently took up a new initiative which would allow citizens to self-attest their official documents and free them of the cumbersome affidavits and attestation from Gazetted Officers, which was hailed as a good step.
