Now, each district to have Special Courts for PwDs

Special Courts would be set up in each districts of the State to handle offences against persons with disabilities (PwDs).

The Government would designate a court of sessions in every district to act as a Special Court for speedy trial of offences against PwDs. The Government would appoint Special Public Prosecutors to handle the cases in these Special Courts.

Department of Social Security and Empowerment of Persons with Disabilities (DoSSEPD) Principal Secretary Niten Chandra and Disability Affairs Director Mansi Nimbhal are taking steps to frame rules and to implement the Rights of Persons with Disabilities Act, 2016.

Recently, Union Secretary of the Department of Empowerment of Persons with Disabilities (Divyangjan) Navreet Singh Kang had said that this Act has come into force with effect from April 19, 2017.

So, the State Government would have to ensure implementation of the Act allowing PwDs to enjoy their rights equally with others, said Kang. He has asked the State Government to appoint Commissioners for Persons with Disabilities (PwDs) to monitor implementation of the Act.

State and district-level Advisory Committees would have to be appointed, said Kang in his letter to the State Government.

Rules would be framed to implement the Act by the State Government within six months, said sources in the Department of Social Security and Empowerment of Persons with Disabilities (DoSSEPD).

Senior DoSSEPD officials are engaged in taking measures for PwDs’ empowerment and framing schemes and programmes to promote inclusive education, skill development and training.

Provisions for PwDs’ social security, healthcare, rehabilitation and recreation are being made looking at the provisions made in the new Act.

At least a four-per cent reservation in Government jobs would be reserved for PwDs as per the Act and, accordingly, all departments and other State organisations would take steps.

The Act has penal provisions for its violation, and stringent action would be taken against the violators.

The State Government shall not only implement the Act but also file compliance to the Supreme Court before August 16, 2017, said an official.
