Now, GPs can know dept-wise funds granted in a yr

Each gram panchayat will now know about how much of allocation of funds is coming from each department of the Government in a financial year on each programme.

The State Government will make department-wise breakup of fiscal allocation and will be intimating to the gram panchayats so that these grass root level organizations will know details about it and they will be able to plan out activities.

A gram panchyat development plan will be developed accordingly and implementation will be taking place.

With the People’s Plan Campaign, (Sabki Yojana Sabka Vikas), being implemented where gram panchyats are to take the lead, the State Government has been asked to disintegrate Budget allocations so that a gram panchayat knows what to expect from which department under which programme.

The XI Schedule of the Constitution of India allows gram panchayats to take lead in this regard and disintegration of Budget is a must for this purpose. Secretary, Ministry of Rural Development Amarjeet Sinha has written to the State Government in this regard, while asking the State Administration for disintegration of Budget allocation panchayat wise.

Sinha has said that there is a need to indicate to the gram panchayat the availability of resources for 2020-21 in each 29 subjects, covered under XI Schedule of the Constitution of India. Those subjects are agriculture, land improvement, minor irrigation, fisheries, animal husbandry, social forestry, minor forest produces, small scale industries, khadi, village and cottage industries, rural housing, drinking water, fuel and fodder, roads, rural electrification and non conventional energy.

Disintegration of Budget hram panchayat wise and ensuring the active participation of frontline workers will go a long way in bottom up community led planning process and implementation process to improve the lives of the poorest of the poor, said Sinha.

With the deprivation list of households readily available through the Socio Economic Census (SECC), now efforts are needed to bring all these households out of poverty on a priority basis, said the Union Secretary.

In the meantime, the Union Government has reminded the State Government to take up ranking of gram panchayats according to their physical infrastructure, human development and economic activities.

While data is available in public domain on the website www.gpdp.nic.in, jointly managed by Ministry of Panchayti Raj and Ministry of Rural Development, the State Government will have to take up a comprehensive ranking of the gram panchayats.
