Even after the intervention of the National Human Rights Commission (NHRC) in three different petitions filed by Supreme Court lawyer Radhakanta Tripathy, the seriousness of the Bhadrak district administration in ensuring basic human rights of school children in rural areas has not satisfactory so far.
According to the petitioner the administration responsible for the school education system seems to accept the allegation of human rights violation of the rural school children. In the first case the petitioner said the Bahakul project school under Tihidi block established in 2011-12 is running in a thatched house on a private land. The Mid-Day Meal and other Government grants are not available to the poor children.
The petitioner stated that the Tihidi Block Education Officer (BEO) has admitted these problems. In the second case, the petitioner said funds allocated for construction for scholl building of Bahadalpur Project Primary School in Adia panchayat of Bonth block has been misappropriated by the in-charge of the school Headmaster along with others.
The petitioner further alleged that in Basanti ME School under Barashara panchayat of Tihidi block the students are being taught in an endangered building. But the concerned Block Education Officer assures a new school building. Though the enquiry reports of these three cases submitted belatedly to the petitioner, no substantial progress has been seen in these cases, Radhakanta added. He requested the commission to investigate the case and ensure the basic human rights of the victims as soon as possible.
