The students of the National law University (NlU), Cuttack, have come up with a club called ‘legislative Research and Policy Club’ (lRP Club).
The main aim of the club is to analyse the pending Bills and provide research and informational support to MPs, MlAs, party leaders and other outfits to have more in-depth understanding of the issues being dealt with in the contemporary society and its legal structure.
“Through this lRP Club, the future legal luminaries intend to promote public policy research, contribute to the policy making process of the country and support and strengthen the Parliament and State legislatures to realise the values of democratic governance,” said a member of the club.
The NlU here offers a conducive milieu to the students to express themselves, law-related or otherwise, giving them physical manifestations through different forums. One such platform to analyse, inspect and review the integral propositions and solutions being brought forth by the legislatures of the country has been initiated by the students of the varsity.
The club intends to take initiatives in association with legislators to form action groups and different forums. Accordingly, their very first assignment aims at addressing the much publicised JAC Bill 2013, ie the Judicial Appointments Commission Bill 2013, said the member.
The Bill has been drafted with the purpose of ensuring transparency in the appointment of judges to the higher judiciary and with a view to bring about equal participation and collaboration of the executive and judiciary, in the procedure of appointment of judges.
Such legislative research is being done to initiate and conduct research to formulate solutions pertaining to problems of functioning of legislatures and specifically to address the issues of the Parliament as an institution of governance. It intends to promote institutional practices and procedure and system related reforms to carry out its functions more effectively and competently.
This addresses both the dearth of young minds interested in policy analysis and the ever present need for the same to pave better proverbial roads for the entire nation. By constructing reports for every law and legislation and compiling them, the club activities essentially build a lucrative and constructive platform for the university and the students.
