The National Human Rights Commission (NHRC) has directed the Central Industrial Security Force (CISF) Director General (DG) and the Sundargarh Superintendent of Police (SP) for an action-taken report (ATR) over attack on locals by CISF jawans at the NTPC plant at Darlipali under the Bhasma police station in Sundargarh district.
Human Rights Watch secretary Sangita Swain had moved the NHRC alleging that the CISF jawans beat six locals, Suresh Bhoi, Purusottam Bhoi, Jenamani Meher, Jagdish Baishal, lakhmidhar Meher and Pradip Patel on February 3. The commission has directed the two top officials to submit ATR within four weeks.
“They all sustained serious injuries and were admitted at the Sundargarh District Headquarters Hospital. Despite the attack, neither the CISF authorities have taken action against the errant jawans nor the local police,” alleged the petitioner. She urged the commission to ensure `10 lakh compensation to each of the victim and stringent legal action against the responsible jawans and police personnel.
Earlier too, acting on a separate petition of Swain over CISF excesses resulting in the death of a villagers, the NHRC had directed DIG (Investigation) for an action-taken report (ATR).
It was that on February 2, last year one person was killed due to severe torture meted out to him by the CISF jawans in SAIl mines area in Bonai in Sundargarh district.
“Kandra Munda, Birsa Baipai and another person were severely tortured in SAIl mines area by CISF jawans. While dead body of Kandra Munda was found in Koro Reserve Forest, Birsa Baipai sustained multiple injuries. But another victim is still missing,” the petitioner alleged in her petition.
She requested the commission to direct the police to trace the missing person and legal action against the responsible CISF jawans and local police. She further urged the commission to facilitate `50 lakh to the kin of the deceased and 20 lakhs to the injured.
