The National Human Rights Commission (NHRC) has sought an Action Taken Report (ATR) from the Director General of Police, Odisha on the issue of a minor boy who has been lodged in jail for more than 14 years in Nayagarh.
Acting on a case filed by Supreme Court lawyer and rights activist Radhakanta Tripathy, the NHRC sought the reply within four weeks.
A juvenile has been kept in the Ranpur Jail in Nayagarh district for more than 14 year.
The illegalities continue as on date. Bulu Biswal of Bhutadihi village under lakhipada Panchayat, Itamati has been kept behind the bar since August, 2003.
The minor who became a major in Ranpur Sub-Jail.Nayagarh was born on April 20, 1986. Even if he was a juvenile, he was kept in the sub-jail, instead of a juvenile home.
The entire State machinery, especially the police, is responsible for the miscarriage of justice and loss of valuable years of the victim, Tripathy pointed out.
He said that it was a classic case of failure of police and officials from the Women and Child Development and requested the NHRC to investigate the case, direct the DGP, and the Secretary, Women and Child Development, Odisha to act against the errant officials immediately as per law and compensate the victim with at least Rs 14 lakh.
