NHRC seeks ATR from CS in eight weeks

Acting on a complaint filed by Human Rights Watch secretary Sangita Swain on illegal execution of Government projects in Nuapada district, the National Human Rights Commission (NHRC) has sought an action-taken report (ATR) from the Chief Secretary within eight weeks, besides directing him to inform the complainant about the ATR. The Commission has passed the order on May 23, 2014.

Basing on a news report published in The Pioneer on April 28, 2014 titled as ‘20 projects worth Rs89 lakh executed under forged nods,’ Swain on April 29, 2014 had filed a petition at the NHRC urging it to direct the State administration to take strong action against the responsible.

The complainant alleged that these projects were implemented under the Biju KBK scheme in Khariar block in the year 2011-12 during the tenure of Janaki Ballhaba Mishra as the district Collector are neither in the Biju KBK approved list of the district nor have got technical and administrative sanctions of the concerned authority.

However, surprisingly, the documents available in the office of the Block Development Officer, Khariar reveal that they have been duly approved by the District Planning Committee (DPC).
