Acting on a petition of a rights activist concerning assault on a scribe in a police station and further cuffing him in leg duringtreatment in the District Headquarters Hospital, the NHRC has directed to the Superintendent of police here to submit an Action Taken Report(ATR) within four weeks, else he would have to appear before the commission in person.

Failing to submit ATR, the SP was directed to comply with the earlier orders of the NHRC within 60 days, the NHRC letter said on Monday.

Petitioner Himansu Sekhar Nayak , an advocate and activist  and a resident of Hatadihi under Keonjhar district had complained before the NHRC after the alleged police atrocities on scribe Loknath Dalei of Nilgiri came to light.

It had occurred over a trivial issue, after an alleged brawl between a home guard and Dalei in the Nilgiri market area. The Nilgiri police allegedly thrashed him before arresting him during interrogation. After he lost his sense he was admitted in the DHH while his leg was seen cuffed during the treatment with armed policemen seen guarding him.

The incident had evoked sharp reactions from various quarters including media and social organisations.
