NCD programmes to be integrated in Health Mission

Published on:

The Planning Commission has decided to integrate the services of the NCD (non-communicable diseases) programmes within the National Health Mission (NHM). Interventions up to the district hospital level and below for the various NCD control programmes also have been integrated under the NHM and funds for these programmes are to be provided through a newly-constituted NCD flexi pool mechanism.

To discuss this aspect and chalk out a work plan, a meeting chaired by Principal Secretary of Health & Family Welfare Paradipta kumar Mohapatra was held on Thursday. The meeting revealed that the financial resources under the NCD flexi pool would be on a cost sharing basis of 75: 25 (with 75% as share of Government of India and 25% as State share).

The funds would be provided to the States as an envelope with identified activities at each health facility level with inter-usability of funds from one component to another in order to impart operational flexibility in implementation of the programmes as per the respective needs of the States.

Sufficient flexibility synergies with mission core activities on convergence optimisation of resources in primary and secondary care programmes have been included under the National Health Mission (NHM).

The programmes are the National Programme for Prevention and Control of Cancer, Diabetes, Cardiovascular Diseases and Stroke (NPCDCS), National Programme for Control of Blindness (NPCB), National Mental Health Programme (NMHP), National Programme for Health Care of the Elderly (NPHCE), National Programme for Prevention and control of Deafness (NPCC), National Tobacco Control Programme, National Oral Health Programme, National Programme for Palliative Care, National Programme for Prevention and Management of Burn Injuries, National Programme for Prevention and Control of Fluorosis, Sports medicine, organ transplant, blood disorders, chronic kidney diseases and silicosis, etc.

Allocation of funds would be made on the PIP mode and the PIP should be prepared by May 20 as per the existing guidelines and needs to be submitted to the Commissioner-cum-Mission Director by the respective programme officers in consultation with DHS (O). The Nodal Officer for each programme was selected at the meeting. The Commissioner-cum-MD, NRHM would incorporate the budgeted amount in the supplementary PIP of the National Health Mission (NHM).

The Principal Secretary unveiled 10 sets of multi-coloured tin plates carrying the IEC messages regarding different non-communicable diseases and healthcare of elderly people under the NCD programme.

Among others, Commission-cum-Mission Director, NRHM Dr Pramod Meherda and Additional Secretary DHS, DPH Sibabrata Dash attended the meeting.
