The Mahanagar Nagarika Manch (MNM) has written to the DG of Police to take action against the Cuttack Government railway police (GRP) station IIC Jyotiranjan Samantaray for repeated custodial torture and gross violation of human rights.
As reported in the Press, first such incidence was occurred on May 18 when six SUCI (Communist) Party activists including three women on a party struggle fund collection drive were illegally detained in custody, physically assaulted kept incommunicado throughout the day without food, drinking water and lifesaving drugs and finally forwarded to court on false and fabricated charges of extortion from railway passengers, the Manch has stated.
The second incident, as reported in a newspaper is that a poor daily labourer couple while searching for their lost teenage son in the Cuttack railway station area were falsely booked for murder and the couple had to spend more than six months in jail before a lady social activist and lawyer intervened and got them bailed out. The lady was in advanced stage of pregnancy at the time of her arrest and delivered in the jail itself.
A recent incident of custodial torture and human rights violation as prominently reported in another newspaper shows that a person accused of some petty crime was arrested. The accused was mercilessly beaten up in the custody; his hands and legs were tied up with a plastic rope; he was stripped and kept hanging from the outside grill of the police station custody for hours in a most inhuman manner, the Manch has said.
“Even after so many reported incidents of custodial torture and human rights violation by the incumbent IIC, no action has been taken,” the Manch has lamented and urged the DGP to personally intervene in the matter.
