A decision to bring Biluakhai irrigation sub-division under the control of the Mahanadi south irrigation division at Cuttack was resented by the people of Biridi, Raghunathpur and Jagatsinghpur blocks.
They described the decision as anti farmer and apprehended that it will create difficulty in ensuring canal water supply and flood management.
Reports said that State Water Resources Department has reorganised the Jagatsinghpur Irrigation division functioning at district headquarters over three decades. As a result, two irrigation divisions have been created. Apart from the new arrangement, the two divisions will function under head of two executive engineers. Their offices at Jagatsinghpur and Paradip will be supervised by a Superintendent Engineer office which will start at the district headquarters town.
Following the reorganization, the three irrigation subdivision offices as Alipingala, Jagatsinghpur and Balikuda will be under Jagatsinghpur water resource division and the newly created Paradip irrigation division will get Manijanga, Erasama and Samagola sub divisions for water management.
It is noted that Biluakahi sub division at Balia under Biridi block which was earlier functioning with Jagatsinghpur division over past two decades will be shifted to the Mahanadi south division at Cuttack following the new deal. Reports said that the canals and river embankments of entire Biridi and Raghunathpur blocks and a few portions of Jagatsinghpur areas earlier coming under Biluakhai sub division will be transferred to the control of the Mahanadi south division.
Biluakhai sub division serves supervision and management of 39km capital embankment under Devi, Biluakhai and Kathajodi rivers, including vulnerable embankment Daleighai. Moreover, it controls water supply management of Taladanda and Machhagaon canals to about 8,271 hectares of paddy land in Biridi and Raghunathpur blocks since years, informed Biluakhai sub division assistant engineer Yudhistira Jena.
The new arrangements have irked farmers and riverside residents of Biridi, Baisimouza, Balia, Redhua and Raghunathpur. They fumed that the regions have been coming under Jagatsinghpur district and connected with Jagatsinghpur irrigation division for past 22 years. However, without considering ground reality and farmers’ difficulty, the current decision has been taken.
The residents are familiar with Jagatsinghpur civil administration and irrigation division office after the district was established in 1993 for lodging complaints and grievances.
They told their grievances to the Collector and Executive Engineer whose offices are located at Jagatsinghpur headquarters town.
But with the new reorganization, the farmers will be in trouble as they have now to go to Cuttack for all purposes, lamented Rambhadeipur Sarpanch Anupama Sahu, urging the Government to not to implement the decision.
The Jagatsinghpur irrigation division executive engineer Chandeswar Behera said for streamlining canal water supply and flood management, the department has fragmented a few irrigation sub divisions and created a few new ones.
