land to SOA Varsity in questionable manner alleged

The city-based Shiksha 'O' Anusandhan (SOA) University has landed in a controversy after the Kalinga Sena here on Friday alleged that the land on which the institute is functioning is yet to be registered in favour of the university despite 15 years of its functioning due to ‘illegal possession of land.’

“The BDA has given a total of 19.14 acres land in Kalinganagar area to the SOA University in three-four phases starting 1998 in fraudulent manner even without publishing advertisement in newspapers. Of the allocated land, a few acres are forestland, residential plots and business plots,” Sena supremo Hemanta Rath told reporters here.

He alleged that a loss to the tune of Rs 100 crore has been caused to the State exchequer due to the land allotment.

He charged that though the university is yet to deposit the money (cost of the lands) with the BDA, the latter has provided no-objection certificate (NOC) to the institute violating guidelines.

Producing NOC in banks, the institute has managed to take crores of rupees as loan from banks, Rath said.

“As per rules, the pending money should be collected from the institute at 12.5-per cent interest. But not doing so, the BDA has entered into tripartite agreements causing a huge loss to the State Government exchequer,” alleged Rath.

He demanded immediate withdrawal of the lands from the SOA University and imposition of fine as per the rule.

The CAG in 2013 had also pointed out gross irregularities in land allotment to the university, he said.
