land scam: NHRC serves notice to State

Taking cognisance of a petition filed by Human Rights Watch secretary Sangita Swain over illegal land and house allotment to underserved people under discretionary quota (DQ), the National Human Rights Commission (NHRC) has sought an action-taken report (ATR) from the Chief Secretary within four weeks in this regard.

According to a complainant, many undeserved people have availed houses and plots under discretionary and other quotas in Bhubaneswar Development Authority (BDA) and Cuttack Development Authority (CDA) areas illegally and Kalinga Sena president Hemant Rath had filed a FIR at Kharvela Nagar police station in this regard demanding legal action last month.

“Neither the police registered the FIR nor took any action on the FIR amounting violation of human rights of the complaint,” alleged the petitioner. She further urged the commission to order the police to register the case and immediately.
