Padhi said this while presiding over all Secretaries’ meeting at the Secretariat on Wednesday afternoon.

He asked IT Secretary Pradeep Kumar Jena to set up one e-waste disposal center in the city and issue advisories to various offices and educational institutions about the e-disposal. Home Secretary Asit Tripathy was advised to strictly enforce the gutkha sale ban near the educational institutions. All departments were advised to open Facebook and Twitter accounts and upload valuable information for people.

Chief Secretary directed all Secretaries to speed up execution of projects and ensure that at least 25 per cent of expenditure is incurred by end of June.

Development Commissioner R Balakrishnan advised to make online reconciliation of expenditure by using iFMS software facility. The departments were also asked to submit utilization certificates in time.

It was decided that the Finance Department would prepare a frequently asked questions (FAQs) for all departments containing advisories about which matters need to be referred and which are required to be referred to the Finance Department for saving of time.
