There are allegations of corrupt practice being followed for award of tender to a party for supply of ballasts for Barpali, Sasan and Kantabanjhi depots under the Sambalpur Railway Division.
As per information, the Tender Committee of the Engineering Department of the Sambalpur Railway Division under the East Coast Railway (ECoR) has approved a bid of a participant for the work even if the bidder has a lot of deficiencies.
“Tenders with deficiencies are to be out rightly rejected. But the committee for the reason best known to it has considered the tender with the sole motive of benefitting a particular person that violates the ethics,” alleged locals, including some from the Railways requesting anonymity.
They said that the Engineering Department of the division floated a tender for supply of ballasts for Barpali, Sasan and Kantabanjhi depots. But one of the bidders having a number of deficiencies is going to be selected to qualify the tender, raising eyebrows here. This is suspected since the tender with a lot of deficiencies has not been rejected from the beginning.
They categorically said that the bidder fails to fulfill the criteria as per Annexure –V, Annexure VI –B, improper seal of ballast jar and many others. Further, the bidder has not uploaded Annexure VI B duly certified by a chartered accountant.
In the e-tender notification, it was clear that non-submission of the mandatory documents will lead to cancellation of the bid/s, they said.
Meanwhile, there was no satisfactory reply from the Railways on the issue.
