The Vigilance department sources revealed that the Bhubaneswar Development Authority (BDA) had allotted 10 plots in favour of BDA officials’ relatives and other influential persons at the BDA Centre in Chandrasekharpur here by violating rules and regulations.
The allotment had taken place between 1998 and 2001 when Bibhas Kanungo was the BDA’s Officer on Special Duty (OSD) to look after land matters.
Out of the 10 plots, most of these allotted in the name of relatives of former BDA senior officials and bureaucrats. The plot number 43 is in the name of Bibhas Kanungo, who was the BDA OSD during allotment of the plot. Sources said Kanungo had paid `71 per square feet against the actual rate of `120.80 per sqft, which is illegal.
Another plot 54 is allotted in favour of Amita Tarenia, wife of Excise Secretary Ashok Tarenia. The plot was allotted to Amita when her husband was the Personal Secretary to former Urban Development Minister Samir Dey. Similarly, the plot 318 is in the name of Kalpana Sarkar, sister of former Urban Development Minister Samir Dey.
