IPS officer Kutey is CM's OSD

For the first time in his tenure of 17 years, Chief Minister Naveen Patnaik has appointed an Indian Police Service (IPS) officer as his Officer on Special Duty (OSD).

Incumbent Transport Commissioner DS Kutey's appointment as the Chief Minister's OSD on Saturday has led to speculations that the Chief Minister is worried over the recent riot in Bhadrak, the widespread violence during the panchayat elections and the rising atrocities against women in the State.

Observers said with Kutey's appointment, the Chief Minister wants to send a strong message that he wants the law and order system to be strengthened. He might seek Kutey's suggestions regarding matters relating to policing.

Notably, former Chief Minister JB Patnaik during his tenure had appointed two OSDs. Kutey, an upright DIG-rank police officer had earned praise during his postings as Jajpur and Rourkela SP for his no--nonsense approach.
