The Odisha Industries’ Association (OIA), Jagatpur, held a seminar entitled, ‘Role of proactive mindset for implementation of policies to promote and sustain MSME’ on March 8 during the 12th Entrepreneurs’ Week here.
The workshop discussed the status of the policies and tried to explore why they were not effective enough to include more enterprises. It concluded that policies stand ineffective if not delivered well and in delivery the importance of mindset in implementing the policies lies on both entrepreneurs and agencies engaged in their delivery.
Instead of just finding reasons for non-implementation, methods must be discovered to ensure that the policies are implemented. The agencies must work hand in hand with enterprises in squeezing ways to ensure that the desired support is injected for the growth of the MSME sector.
The workshop suggested to the State Government for (1) timeline for availing IPR incentives, (2) joint inspection by Invest Odisha (3) restructuring of IDCO (4) constituting a high level committee under the chairmanship of Director EPM to look into the procurements from MSME and suggest measures to be taken to fulfill the provisions of 20 per cent procurement from MSME as per the policy, (5) local participation in the downstream sector of petrochemical complex at Paradip, (6) formation of a committee with Director MSME Cuttack to closely monitoring the application of policies.
