Tainted junior officers’ transfer and suspension are a game of higher-ups. They, though suspended, can enjoy normal service conditions without knowledge of concerned Secretaries and Ministers.
It is so conceived from the fact that suspended Factories and Boiler Assistant Director Dr Motilal Gouda, who is accused of issuing a fake gazette notification and receiving kickbacks worth Rs1 crore for the same, was in the list of ‘absconder’ doctors issued by Health Department in 2015.
The Government notification issued on November 17, 2015 had a list of 408 doctors who were removed from Government service for remaining ‘absent from duty for a long period without due permission. Gouda’s name was at serial number 355.
This means by the time the Health Department had issued the notification, Gouda was already working as the Assistant Director in the Factories and Boiler Department, which functions under the labour Department.
Now a question is being raised as to how a person wanted in one department can work in an important position in another department of the Government.
Meanwhile, the labour Department has confirmed that Gouda had issued fake notification to industrial units. The notification had asked the industries to get the health checkups of their employees done by a group of empanelled pathology test centres.
Gouda had signed a Rs63-lakh agreement with Navaratna PSU Nalco and was planning to sign another agreement for Rs1.06 crore with the company, according to sources.
