“I had filed two complaint cases with the State Information Commission against its Public Information Officer (PIO) on March 20, 2013 and April 3, 2013. In both the cases, CIC Mishra has not followed the procedure as mentioned in Rules 09(1) and 11 of notification 7307/I&PR Bhubaneswar March 6, 2006 and disposed of the case number 329/2013 on September 23, 2013 and case number 363/2013 on August 19, 2013 without intimating me to appear during the hearing,” said Das.   He also said that he is yet to receive any communication of the orders by speed post nor has the commission posted the order in its website.

“The CIC has done this illegal and unlawful act with an ill intention to save the PIO and the First Appellate Authority of the State Information Commission,” alleged Das.

“Being the State Chief Information Commissioner, he has failed to discharge his duties and deprived me of my fundamental rights under Article 14 and 19(1)(a) of the Constitution,” he further alleged.
