Odisha is moving towards revival in growth of both GST and non-GST revenue slowly but steadily as is observed from the collection figures of the last three months.
Commissioner Commercial Tax and GST SK Lohani is monitoring the collection from State GST regularly.
It has been observed that during June, July and August, SGST has registered a growth rate of -5.63 percent, +13.04 percent and -1.76 percent in comparison to the corresponding periods of last year. The SGST collection could be Rs 759.17 crore, Rs 794.02 crore and Rs 686.15 crore during the said periods against the collection of Rs 804.49 crore, Rs 702.44 crore and Rs 698.47 crore during June , July and August last year respectively. The minor shortfall in collection of June and August this year is also due to the fact that the GST Council prescribed return filing dates beyond the due dates i.e. 24th of succeeding months for taxpayers upto annual turnover of Rs 5 crore without payment of interest and late fee.
Such dealers who form a majority of total registered dealers have been allowed to file their returns for the month of July in September instead of August.
As a result of that, the CT & GST Organization could collect most of the returns with due payment of tax only from dealers having turnover of more than Rs 5 crore during the previous year. This resulted in a minor shortfall of Rs 12 crore or -1.76 per cent in collection of SGST in August in comparison to corresponding month of previous year. However, the VAT Collection from petroleum products has shown a positive trend from July as it could be Rs 521.47 crore and Rs 568.78 crore respectively during July and August against the collection of Rs 509.03 crore and Rs 491.02 crore during July and August last year respectively registering a growth of 2.4 percent and 15.8 percent, respectively.
There is also positive trend in collection of CGST and Cess during August as the collection under these heads have been Rs 538.91crore and Rs 493.08 crore against Rs 534.68 crore and Rs 448.91 crore respectively during August last year, witnessing growth rates of 0.7 per cent and 10 per cent, respectively. However, due to negative growth of -22.70 percent in collection of IGST (i.e. collection of Rs 630.14 crore in August against Rs 815.17 crore during August 2019), the Gross GST (SGST+CGST+IGST+Cess) collection has registered a negative growth of -5.96 per cent. Another indicator of growth of business of the State economy is movement of vehicles, interstate and intrastate, with increased utilisation of waybills.
As revealed from the system, the interstate and intrastate utilisation of waybills has increased from 3,356 and 8,517 during April to 15,320 and 19,658 in August.Despite the intermittent Covid lockdown, the State has also managed to increase the taxbase by registering 12,276 new registrants from April to July.
