Chief Secretary Asit Tripathy claimed this while addressing the media on Covid management on Monday. Information and Public Relations Secretary Sanjay Kumar Singh placed issues for discussion.

“Odisha has been able to keep Covid-19 well under control because of the strong community motivation and participation under the leadership of our Chief Minister Naveen Patnaik,” he said, asserting that Odisha would win over the fight soon.

Tripathy urged the people of both the rural and urban community to make ‘social distancing’ and ‘mask wearing’ an integral part of the social habit for coming days.

He said State has created temporary medical centers and quarantine facilities with around 6.50 lakh beds. As of now, around 1,76, 231 migrant Odias have returned and they have been provided all basic facilities in around 15,000 quarantine centers.

Out of 876 positive cases, 754 are migrant Odias and 122 are from local population. Odisha is in a better situation in comparison to all India indicators. He hoped that the State would complete one lakh Covid-tests by Tuesday morning.

The test rate per million population in Odisha is 2,082 against all India rate of 1,706 as of today. One positive case is found out of 109.32 tests in Odisha against the all India rate of one case in 23.93 tests. The case-fatality ratio in Odisha is 0.46% against the national average of 3.15%. Odisha at a better footing in corona fight, he said.

Outlining implementation of lockdown 4.0, Tripathy said that gram panchayat would be the administrative unit for lockdown 4.0. The decision regarding red, green, orange and buffer zones would be decided by Collectors and Municipal Commissioners.

There would be intensive contact tracing, house to house surveillance and other clinical interventions in containment zones. Only supply of bare essential goods and medical services would be allowed in these zones and all other movements would be banned, he said.

The persons above 65 years of age, persons with co-morbidities, pregnant women and children below 10 years of age have been advised to stay home except for health purposes.

The agricultural, industrial and economic activities would restart by complying with Covid-19 restrictions. Intra-State movement of passenger vehicles and buses would be resumed as per guidelines, to be brought by the Commerce and Transport Department.  Inter-State movement of passenger vehicles would be restarted with mutual consent of the concerned States and Union Territories.

Night curfew would be strictly implemented from 7 pm to 7 am. Any person violating any of norms would be liable for action as per law, he said.
