Fund panel with NITI member constituted

In the wake of delinking of some Central schemes and discontinuance of Central assistance to a few State Plan progammes, the State Government has decided to restructure its entire funding to carry out developmental projects in a systematic manner.

For this, the State Government has constituted a high-level committee with a representative from the NITI Aayog as its member to chart out a road map for finalising fund allocations for various Government projects for the current fiscal. The Development Commissioner would head the committee, sources said.

Additional Chief Secretary Finance and Secretaries of various departments would be other members of the committee, sources added.

The NITI Aayog had asked the State Government to form such a committee, where a senior representative of the Aayog will aid and advise the State, said a senior official of Planning and Coordination Department.

The official said the Union Government has so far delinked funding to eight major Centrally Sponsored Schemes (CSSs) of Rs1,840 crore for 2015-16. Those are BRGF, IAP, Police Modernization Tourism Infrastructure, Model Schools, NEAGP, RGPSA and ASIDE. Now the State Government would allocate funds to take up these programmes from its own sources.

Similarly, sharing pattern of funds under 33 CSSs has been changed. The NFSA, NHM and RKVY, which were being funded fully the Centre, would now be shared equally by the State  and Centre.

The State Government would bear extra Rs 320 crore to run Indira Awas Yojana (IAY) as the sharing pattern of 75:25 has been changed to 50:50.

Similarly, the State would spend Rs 340 crore more to run the ICDS programme due to change in the sharing pattern to 50:50, according to sources.

The newly-constituted committee would chalk out strategy for financing these schemes with limited funds available with the State exchequer.
