Frequent transfers and instable appointments of BDOs have been affecting developmental works in the district here. A glaring instance is Biridi block, which is 15-km away from the district headquarters town here.
Reports said in last four years, as many as five BDOs have been shifted on various pleas affecting development works in the block.
The works are related to health, education, employment, and improvement of housing conditions and some special programmes for rural women, children and youths. Programmes aimed at eradicating poverty and improving the living standards of the poor are also affected.
The BDO is mandated to convene Panchayat Samiti meeting and introduces Government programmes meant for the people before the Panchayati Raj Institution at block level. The point is that the BDO by virtue of his eminent position and authority could guide and lead the Panchayat Samiti in the path of development.
Instable appointment of the BDO at Biridi block has been continuing since 2012 when incumbent BDO Santosh Kumar Mishra was transferred from here and one Ravindra Nath Sabat assumed office but served only for one year.
Then one IAS probationer Ashok Singhal took charge as BDO but he was shifted after a few months.
The then Tirtol BDO Jibanananda Mallick took additional charge of Biridi block for sometime after which one Sunakar Sharma joined as new BDO but the incumbent was shifted recently.
Consequently, ABDO Girija Prashad Barik has been appointed as in charge BDO two days ago, reports said.
In all these years, block development works including IAY beneficiaries selection and distribution of funds, choice of MO Kudia and Pradhan Mantri Awas Yojana work orders distribution have been affected. Projects under Gopabandhu Gramina Yojana implementation in 21 Panchayats too were delayed in last few months.
