Expressing concern over corruption practices prevailing in almost all Government offices, the Odisha Krushak Mahasangah has suggested some proposals to Chief Minister Naveeen Patnaik to put a check on corruption trend.
In a letter, Mahasangha president Bibhudhendra Pratap Das suggested to the Chief Minister to ask all Ministers, Secretaries and higher -up officials to ensure disposal of their respective fillies within maximum of seven days.
“All files of Government Departments and Public Sector Undertakings may be disposed of within a week positively. If any Minister, Government officer, local Self-Government Chairpersons and staff will keep file above seven days, salary of the person concerned should be deducted proportionately for the days of delay in disposing of the files. Besides, if they will not give justice (as per law) to the people, he/she should be compulsorily retired or they may be demoted in rank,” suggested Das. He said law may be amended or new law may be enacted to implement above suggestions.
He further suggested that if any official clears files within 7 days and gives justice as per law to the public, he may be given additional increment or an accelerated promotion or his children be given free education.
Similarly, life time should be fixed for all construction works. If new works and renovated and repaied work are damaged before its lifetime, amount spent on that may be recovered from the contractor, he said, adding that Bank guarantee may be taken from contractors for this purpose.
Same punishment (recovery of money) should be inflicted if the contractor could not complete the assigned work in time. Also severe punishment should be given to (official) executants and part of money may be recovered from their pension and salary.
He too suggested estimation of construction projects may be made as per present market rate of materials and 20 per cent profit may be given to contractors in all tender works.
