A State Emergency Response Centre (SERC) would be established here soon to extend immediate help to people needing any kind of emergency services.
The Home Department would set up the SERC in lines with the National Emergency Response System (NERC) for which the Union Government has already sanctioned Rs 9.48 crore.
The State police and the Odisha State Disaster Management Authority (OSDMA) would chalk out a joint strategy to run the SERC, according to officials.
The Telecom Regulatory Authority of India (TRAI) has designated 112 as a common national single emergency response number for accessing emergency services like fire, police and ambulance. The number can be reached through both landline and mobile phones. The system will handle a panic button system.
The SERC, to be equipped with adequate IT and infrastructures, will receive calls and ‘panic button’ messages and transfer them to concerned district headquarters, police station, fire station, ambulance services and other emergency response services as wanted.
The SERC would have call center equipped with Geographical Positioning System (GPS), Computer Aided Dispatch (CAD) and other technologies.
The Ministry of Home Affairs in collaboration with C-DAC has developed CAD software for deployment in the SERC.
State Government will use the CAD software free of cost along with Annual Maintenance Contract (AMC) for five years.
The Ministry of Women and Child Development, which overseas utilisation of the Nirbhaya Fund, would provide support to the SERC, said sources.
