Even though pandemonium prevailed in the State Assembly in the morning hours of Thursday, the Government tabled two  crucial Bills - the Odisha Education (Amendment) Bill, 2015 and the Odisha Apartment Ownership (Amendment) Bill, 2015 - in the House in the presence of Opposition members.

According to the Odisha Apartment Ownership (Amendment) Bill, 2015, the real estate developers have to submit an undertaking in a prescribed form (to the appropriate Government authorities) to form an Association of Apartment Owners (AAOs).

The declaration has to be made before construction of any apartment to be used for residence, office or trade.

Similarly, apartments would be under control of a Government Officer to whom the buyers would submit their grievances. The concerned officer would have the power to collect fines from the offenders.

The developers also have to declare whether the land is leasehold or freehold making it transparent for the prospective buyers.

According to the Odisha Education Amendment Bill, the State Government would build up schools at required places in rural areas. The minimum student capacity in primary schools would be reduced from 40 to 30 in non-scheduled areas in order to get Central assistance. Similarly, it would be reduced from 25  to 20 in scheduled area schools to get assistance.

Besides the two Bills, the Government presented a statutory resolution to implement the Transplantation of Human Organs (Amendment) Act 2011 enacted by the Parliament.

According to the Act, any person illegally gets involved in organ trade would be jailed for minimum of 10 years and would be fined Rs20 lakh to Rs1 crore. Earlier, there was provision for five years of jail and Rs10 lakh fine.

Earlier in the morning hours, the House had not transacted any business as the Opposition members stuck to their demand for a discussion on an adjournment motion on the Prakash Mishra case. Due to ruckus created by them, Speaker Niranjan Pujari adjourned the House from 10.31 am to 3 pm.
