eDist service to be expanded to more tehsils

With the eDistrict programme being implemented in 153 out of the State’s 317 tehsils, people are just a click away in obtaining various crucial services.

eDistrict, one of the Mission Mode Projects (MMP) under the National e-Governance Programme (NeGP), is implemented across all districts of the State by Department of Information Technology (DoIT).

The project, which envisages providing various high-volume citizen-centric services electronically, started on a pilot basis in 2011 in Ganjam and Mayurbhanj districts and has now been rolled out to all these tehsils across all districts.

DoIT sources said adequate support of the Department of Revenue & Disaster Management has also helped in implementation of the programme. Against the 317 tehsils, the project has gone live in 153 as on December 31, 2013. And by the end of January, more than 200 tehsils would be covered.

“In the first phase, various miscellaneous certificates like Residence, Income, Caste, Solvency, legal Heir and SEBC and OBC are now available to be delivered online to the citizens through eDistrict,” said DoIT Commissioner-cum-Secretary Madhu Sudan Padhi.

Citizens are now availing these services through the Tehsil Facilitation Centre or nearest Common Service Centres. Various other services are also planned to be delivered in phases through the project, said Padhi. Hardware infrastructures like laptops, printers and scanners are being provided to further enable the field officials to deliver the services efficiently. All Revenue Inspectors would have the hardware, he added.

To ensure the authenticity of the certificates, technologies like digital signature, 1D and 2D barcodes, photographs of the applicants are used in the certificates. The certificates issued under this project can be verified easily through the portal www.edistrictodisha.gov.in.

Executive instructions have been notified by the concerned departments to enable service delivery through the eDistrict programme, said the sources, adding that steps are being taken up for notifying the Electronic Service Delivery Rule soon to facilitate delivery of online certificates.

“More than five lakh certificates have been delivered online to the citizens in Ganjam and Mayurbhanj districts in last one and a half years,” said Padhi, claiming that more than 6,000 certificates have been delivered to the citizens in the rest 28 districts since Go-live of eDistrict in December 2013.
