While the e-district pilot projects are running successfully in Ganjam and Mayurbhanj districts, the entire State would come under this ambitious project by January next year.
Speaking on the implementation of the e-district Rollout Project in the State during an NeGP workshop here recently, State IT department Under Secretary Aditya Mohapatra informed that besides residence and income certificates, people of Ganjam and Mayurbhanj districts are also obtaining caste, solvency, legal heir and SEBC and OBC certificates without going to any Government offices.
“Recently, Ganjam district has also started online issuance of certificate copies of Records of Rights (RoR). Manual issuance of certificates in these two pilot districts has been stopped,” Mohapatra said, adding that in near future other high-volume citizen-centric services would also be delivered to people at the district, tehsil and block levels using the e-district facility.
The main purpose of this project is to reduce direct interaction of common people with Government employees so that the corruption at public places is minimised to a great extent when numbers of visits by people to Government offices are reduced, Mohapatra said, emphasising that efficient communication would take place through e-interaction.
He said Odisha was identified as one of the 16 pilot States of the country for implementation of e-district rollout in January 2011. While the project went live in September same year in Ganjam, it began in Mayurbhanj two months later. “By June 10 this year, Mayurbhanj has issued 1, 35, 609 electronic certificates while a little over 97,000 people have been benefitted in Ganjam district during the period”, Mohapatra informed.
On the authenticity of these electronic certificates, Mohaptra said that since these certificates are issued using digital signature of the officers and the same are hosted in website for public view, the documents are accepted as genuine for all Government purposes.
Speaking on the timelines for rollout of the e-district project in the State, Mohapatra informed that at least 130 tehsils would go live on e-district by September this year. A hundred more tehsils would come under the project by November while the remaining 38 would be covered soon to ensure that the entire State is under this project by January 31, 2014.
