As per the decision of the Odisha Medical Service Association (OMSA), doctors except attending the emergency duties boycotted their service at Outdoor Patient Departments (OPDs) in all the Government hospitals of the State for the second Sunday protesting the indifferent attitude of the State Government towards them.
The agitators urged for fulfillment of their legitimate demands, including implementation of the Dynamic Assured Career Progress (DACP) plan that had been formulated in Odisha in 2010 for providing better career prospects to Government doctors, steps for regularization of adhoc doctors, reconstitution of the OMSA doctors’ cadre and no increase in the retirement age of doctors. OMSA general secretary Kishore Chandra Mishra said, “The OMSA had requested all the OMS cadre doctors to boycott OPDs on last four Sundays of July, if the Government does not fulfil the demands. It is also decided that the doctors will leave their place of work on August 1 and assemble in Bhubaneswar to stage an agitation to protest the State Government’s step-motherly attitude in fulfilling the demands.”
