A disability rights activist was declared as a habitual litigant by the Nayagarh district administration raising many eyebrows.
According to Odisha Vikalanga Manch chief advisor Sanyas Kumar Behera, the Nayagarh Collector on the basis of the recommendation of district Additional Superintendent of Police (ASP) on July, 28 declared 11 persons, including disabled rights activist Damodar Kar, who is a loco motor disability person, as a habitual litigant “arbitrarily”.
Kar is working as the Nayagarh district unit chief of the Odisha Vikalanga Manch.
“He is working as a disability rights activist since 2007 with a selfless motive and firm commitment. But his rights to expression which is guaranteed to every citizens of the country under Article 19 of the Constitution was taken away in his case,” alleged Behera.
He charged that by designating a human rights defender as a habitual litigant, the Nayagarh ASP has acted with an ill intention.
He demanded immediate revocation of the designation on Kar.
Behera alleged that though the Manch has been asking the police to inform them on what basis and ground they declare Kar as a habitual offender, the latter is yet to produce any material evidence.
