The Bhubaneswar Smart City limited (BSCl) has invited tender for implementation of the Common Payment Card System (CPSC) for the Smart City so that citizens in near future can use a single card or payment option for multiple usage.

The last date for submission of bid is March 21. The project will be completed by the bid winner within six months from the commencement of work.

Through CPSC, an user can travel by the city-based transport system, pay bills to the Bhubaneswar Municipal Corporation (BMC), utilities like Public Health Engineering Organsation or Central Electricity Supply Utility, parking charge collection, purchase goods from any retail store, pay for a movie ticket and other payments within the city’s geographical area.

With about 2.5 lakh households, Bhubaneswar shall witness around 30 million payment transactions for municipal services every year by 2018. Current available options for payment are neither economical nor citizen friendly. Also, with emphasis on going cashless and enhancing digital transactions, it was vital to design and deploy

cost-effective, sustainable and technology-based payment solution accessible to citizens spanning across economic segments. It is with this background, CPCS for citizens is being designed as part of Smart City Mission under Intelligent City Operation and Management Centre (ICOMC) - a digital platform for integration and delivery of citizen-centric functions.

BSCl intends to implement interoperable payment ecosystem through smart fare media like cards and mobile phones. It plans to offer integrated electronic payment services to its users by making common smart card-based system available to them. Through this tendering process, BSCl wants to appoint an agency, which should be a Financial Institution (FI) through this tendering process. The banking organisation or FI would manage supply of smart cards, issuance and personalization of infrastructure for distribution of smart card to commuters / general public, using public transport systems City Bus Service/ private bus/taxi/auto rickshaw, parking and municipal payments, utility payments etc. The organisation will also work on creation/adoption of acceptance infrastructure for smart card which involves integration with the electronic fare media /card reading terminals at the intended locations. This includes seamless adoption of card on retail payment/Europay MasterCard and Visa /Rupay enabled terminals only.

The agency will also establish a smart card host management system and

operationalisation of central clearance house. It will also do the designing, marketing and deploy customized citizen loyalty programme suited to the city of Bhubaneswar with an objective to maximize the penetration and use of common payment card.
