Above 100 colleges under 662 category (Block Grant) will lose their existence if bifurcation of plus two and plus three comes to effect in the coming academic session as declared by the Higher Education department of the State.
Since plus three colleges have developed with Plus II on the same land, infrastructure and governing body, without separate infrastructure, the bifurcation may cause much disturbance in the institutions.
Plus III wings were opened after a few years of Plus II under the same roof. The lecturers were appointed by the same governing bodies. However, when the State Government announced grant policies, it sought to provide grant to colleges as Plus II and Plus III separately. AS a result, these privately run institutions prepared the documents separately and adjusted the junior lecturers in plus three. But several colleges have submitted the same land and building documents for both plus two and plus three and thereby have received grants.
These colleges have failed to fulfil their separate status of separate land and building even after several years of receiving grant. If segregation takes place, the colleges which have no separate infrastructure will lose their existence. Similarly colleges under 448 category are facing troubles to separate the land, building and staff under the two heads of Plus II and Plus III.
As the Plus II will remain under Mass Education Department, no teaching faculty desires to be in Plus II since they were appointed as lecturers, not as teachers. This apart, since the payments of lecturers are of different categories-UGC, State Grant, Full Block Grant, 40 per cent block grant, contractual etc., they do not want to remain under a lower department.
