Dalit girl injury at school: NHRC asks for ATR

Published on:

The National Human Rights Commission (NHRC) has asked the Dhenkanal Collector to submit an action-taken report (ATR) within 4 weeks on Bhuban Dalit girl student Baisakhi Naik's spinal injury case.

Naik, daughter of Bibhuti Naik of Anantpur, is studying in Class -1 of Government run Anantpur UP School. On March 18, 2015, she took part in the Swachha Bharat Abhiyan organised by the school. During this, she fell down and some students run over her.

The teachers didn't take her to a hospital for treatment and also didn't inform her parents regarding the incident. The parents knew this from other students and rushed to the school. Since, her father is very poor he requested the teachers to give some financial help for the treatment of Baisakhi. But the teachers didn't respond.

Hence, he became sentimental and shouted at them and then took her injured daughter to the nearby Government Hospital at Bhuban.

Baisakhi was referred to Dhenkanal Headquarters Hospital the next day. Her father made some hand loan and took her to Dhenkanal. There he came to know that it was spinal injury and hence he had to take her to the SCB Medical College Hospital at Cuttack.

Astonishingly the Bhuban police detained him at the Police Station alleging that the teachers complained against him. He was released after begging pardon. The teachers also pressurized Baisakhi not to come to the school for unknown reasons.

The pathetic incident happened due to gross negligence by the Headmaster and assistant teachers for which the State must bear the liability. Debasisha Hota filed a case with NHRC urging for orders to the authorities for monetary compensation along with lifelong free medical treatment in topmost medicals of India.
