CS sees improvement in public service delivery

Chief Secretary GC Pati is satisfied over the functioning of various Government departments on the ground that they have improved over their earlier performances in December 2014. The Chief Secretary was addressing the All Secretaries’ Meet held at the State Secretariat here on Friday. He also lauded the performances of some district Collectors.

Pati was happy over the implementation of the Public Service Delivery Act. More and more services are being provided, and there is a quantum jump from 89 services. He expected the efforts to continue in the new fiscal year. But the Chief Secretary expressed concern over the slow project implementation and lack of coordination while implementing infrastructure facilities for the coming Nabakalebar festival as he has been insisting on completion of the projects in Puri by June. He said while handling public grievances each petitioner needs to be replied back.

Pati pointed out that at least 20,000 progressive farmers need to be trained by the Department of Agriculture. Similarly 50, 000 apprentices need training every year. However, only 6000 apprentice positions have been identified in various industries and more are needed to be identified, said he. He urged officials to work out standard draft agreements while outsourcing services and appointing contractual individuals. The Departments of General Administration and Finance are to work on the standard documents or draft agreements, asked he.

He advised that the Departments of Panchyati Raj, labor & ESI, Health & Family Welfare are to be included in the committee, which would formulate Standard Formats. Action Plans on priority areas are to be finalised and immediate response is needed to be given to the Department of Planning & Coordination, said he.

Making the provision of wifi in the State Guest Houses and Circuit Houses are to be implemented by the OCAC and the Collectors, respectively. These facilities are needed for senior officials visiting the districts to use the internet facilities, while in Circuit Houses, he said. The Chief Secretary said the emerging growth centres are to be declared under the IDCO Act and/or the ODA Act for comprehensive Development Plans.
