The State Procurement Cell (SPC) of Odisha has been applauded with Best Performer Award for the year 2017-18 at a national workshop on central public procurement portal held at New Delhi recently. The State has got the award for its performance in online procurement through e-procurement portal. This was known from a high level meeting held under the chairmanship of Chief Secretary AP Padhi.

Padhi directed the officials to expedite the integration of recently rolled out Contractor Data Base Management System ( CDMS) portal with two other online portals namely e-procurement portal and Work and Accounts Management Information System (WAMIS) portal. Such integration will help online technical evaluation of the tender papers along with capacity and performance assessment of the bidders.

This will also reduce the time required for finalization of the tender process. The NIC was asked to complete the process of integration by March 31. Presenting the updates, Secretary Works Nalini Kanta Pradhan said, “The first phase of CDMS has been rolled out. This phase provides for online registration of the contractors, uploading of their technical and financial capacity and their performance. This phase also provides for online issue of the contractor licences, renewals, change of class and category conversion.”

The review showed that so far 30,000 active contractors have registered in e-portal. Out of them, 23,679 contractors have already been registered in CDMS portal. Around 15,600 contractors have submitted their applications to respective licence issuing authorities out of which around 15,000 applications have been validated by the authorities.

A total number of 596 new licences have been issued, 58 renewals have been approved and 94 applications for change of category have been permitted. A total number of 6,493 CDMS unique codes have been issued to the contractors. Chief Secretary Padhi directed the departments not to issue the licences offline.

The contractors and bidders have been asked to register in CDMS portal and upload their details in prescribed format by February 28. It has also been said that no contractor can bid without a unique code after March 3.
