Cong urges Guv not to give assent to Bills

leader of Opposition in the State Assembly Narasingha Mishra on Tuesday urged the Governor not to give assent to the Bills passed in the House and Ordinances and Notifications issued by the Government as they violate language-related laws.

“All the Bills introduced and passed in the House, ordinances, rules and regulations and notifications issued by the Government don’t comply with the Section 3 of the Odisha Official language Act-1954. Hence these should not be given assent,” Mishra said in a memorandum, which he and other Congress MlAs submitted to Governor SC Jamir.

The memorandum said the Bills, including the Appropriation one, placed and passed in the House on Monday should have been written in Odia only as per the Act. But, they were written in English, Mishra said.On Tuesday, the Business Advisory Committee was convened to allot time for discussion for four new Bills, which were also written in English not in Odia. These Bills, which are likely to be passed on Wednesday, also violate the Act.

According to Section 3 (A) of the Act and the Constitutions, discussions on Bills can be made in Odia, English and Hindi languages but the Bills should be written in Odia, the memorandum pointed out.Commenting on the pandemonium prevailing in the House, Mishra said, “We want that the chit fund issue be discussed in the House on a priority basis. It hasn’t been possible due to noncooperation from the ruling party. When they aren’t providing cooperation to the Opposition, they should not expect any cooperation from the Opposition,” Mishra argued.
