The Odia Yuva Mancha has dared Chief Minister Naveen Patnaik to order a probe into the “disputed” Naveen Niwas land to prove his transparency.
The Mancha alleged that the then Chief Minister Biju Patnaik had allotted 100 decimal land (Plot no 1200 B-1) to his wife Gyan Patnaik on lease basis in violation of the principle of natural justice.
In a letter to Chief Minister Naveen Patnaik, son of Biju Patnaik and Gyan Patnaik, Mancha president Rohan Kumar Mohanty said that on December 9, 1991 Gyan Patnaik had written a letter to the Director of Estates and Ex-Officio Joint Secretary informing that she had purchased 0.400 decimal of land from the Shree lingaraj Mahaprabhu Executive Officer vide regd deed non 1821 dated 3.3.1962 pertaining to plot no 216/170, 171, 172. 174 out of Khata no 910 relating to Mouza Bhubaneswar and the same plots of land were recorded in favour of Patnaik vide mutation case no 4666/91 of mouza Bhimpur and another piece of land measuring 0.100 decimal while plot no 1200 was under her illegal possession since 1962.
Mohanty alleged that Gyan Patnaik in her application made a prayer to lease out this 0.100 decimal land in her favour against payment of the premium.
“Ironically, Gyan Patnaik in her application mentioned merely her name without mentioning the name of her husband/father, which is a mandatory provision of any applicant for lease of Government land. The then Chief Minister Biju Patnaik without asking for the identity of the lady applicant approved her application, though charging double the amount of official premium,” said Mohanty.
Mohanty said, hence, we dared you to review the mutation case no 4666/91 of the tehsildar, Bhubaneswar regarding mutation of 0.400 decimal land in favour of Gyana Patnaik and also cause an inquiry as to how the land which was in the possession of Usha Priya Dash was transferred to the name of Gyan Patanik and later transferred to the name of Naveen Patnaik and his sister Geeta Meheta.
He also dared the Chief Minister to take action to bring back the area measuring 0.100 decimal bearing plot no 1200 (B/1) leased out to Gyan Patnaik on February 6, 1962 to Government account and inquire the omission of the identity of the applicant Gyan Patnaik in terms of her relation to husband/father in her application as well as in all the officials enquiries/notes on the same prior to the grant of approval of her application by the then Chief Minister.
