Sources said the CM would pitch for more Central funding at 90:10 or at least 75:25 ratio instead of present 60:40 ratio.
Sources said, the existing Centrally sponsored schemes would be rationalized into 28 umbrella schemes of which six to be categorised as core of the core schemes, 21 as core schemes and one as optional scheme.
The existing 60:40 pattern of funding would continue for core of the core schemes in Odisha and 90:10 for Special Category and North Eastern States.
It is expected that the action plan, as prepared by the NITI Aayog, would redefine the Union Governments’ expenditure on the basis of capital and revenue categories as the system of plan and non-plan ceased to exist now.
NITI Aayog has prepared the Vision Document 2030 keeping in view the social goals proposed for a period of 15 years after taking inputs from the State Governments, Union Ministries and experts from various fields.
