The College of Pharmaceutical Science, Mohuda (CPSM) is embroiled in a controversy of alleged criminal conspiracy and cheating.

One Ranjan Kumar Patra, an Engineer of Brahmapur, registered a complaint at the Digapahandi police station under Ganjam police circle against the chairman of College of Pharmaceutical Sciences  V Jagannath Rao, secretary P Satyanarayana, treasurer Gopal Krishna Senapati and Principal Dr Subrat Sen alleging criminal conspiracy and cheating against him. This was disclosed by Patra in a Press meet here on Sunday.

Patra, the complainant, in his petition had alleged that on the eve of the visit of former President of India Abdul Kalam to the College of Pharmaceutical Science, Mohuda (CPSM) in 2006

located at the outskirts of the city, the  accused then had asked him to undertake the complete construction and remodeling work of the college including plumbing, electrical and sanitation works of the college building to which Patra had agreed in good faith with an understanding that his payments would be cleared in time.

Patra mentioned that he executed all the works entrusted on him by taking a loan as well as materials on credit from the local market which altogether cost him Rs 80, 43,153. The accused, on the other hand, raised the bill amount with an ulterior motive for their vested interests and made only a part of payment, amounting Rs 40, 01,246, to him against the bill.

Realizing the intention and a conspiracy of the college management, Patra with an intent to keep everything on record requested the college management to execute an agreement reflecting the narratives and their desire, but the management headed by the accused deliberately avoided to execute an agreement on some pretext or the other. When Patra asked for the payment of remaining balance of Rs 41,41,907, the accused evaded the same on the pretext of passing the same through another resolution to effect the payment and avoided since then.

Knowing their ill design, complainant Patra served a registered notice to the accused on 22.7.2016 and subsequent reminders on 25.7.2016 and 23.1.2019 requesting to expedite the balance payment of the work, but in vain.

On the contrary, the accused not only refused to pay the dues, but also abused him using filthy language and threatened him of dire consequences including taking his life and property if he insisted for dues any further, Patra alleged.

Having been threatened, Patra filed a complaint case in the Court of JMFC at Digapahandi. The court taking cognizance of theoffences punishable u/s 415,418,420,406,294,506,120-B/34 of IPC against the Principal, Chairman, and other officials of the above college, has directed them to appear before the court on August 26.
