Career Rotation Policy likely to take care of vacancies

Chief Secretary JK Mohapatra feels manpower spread in the State is uneven as vacancies hit the KBK region while there is surplus workforce in the coastal areas.

Mohapatra was chairing an all-Secretaries meeting here on Monday where the issue of shortage of doctors and teachers in the KBK districts cropped up.

KBK Chief Administrator Taradatt raised the issue at the meeting, saying the Government hospitals in Malkangiri and Kalahandi districts are running with much less manpower whereas the medical facilities in coastal districts have surplus doctors.

Official sources revealed that giving an instance Dr Taradatt said the Malkangiri ITDA has Rs 93 crore in its account, but manpower is not available to utilise the fund. He added that the fund allotment position has improved a lot, but there is inadequate manpower to execute the developmental programmes.

The Chief Secretary favoured a Career Rotation Policy (CRP) to ensure that the officials serve in the interior areas.

It is a real problem, pointed out a senior Secretary, that officials serving in the KBK zone are continuing for years together while those in the coastal areas are trying to remain by using power and influence.

So, with a CRP in place, it would help the hapless officials who are not able to get out of the most backward regions for years together.

Finance Secretary UN Behera presented an e-Initiative for Treasury System, which is being taken up on a top priority basis.

As complaints of harassment of labourers, both in domestic and international sectors, are being reported, the issue needs to be addressed by the departments concerned, said the Chief Secretary. While the Home Department needs to look into the problem of the workers engaged in foreign countries, the Department of labour & ESI should take care of the migrant labourers being harassed in various States, said the Chief Secretary. The meeting was informed that pension rules are to be simplified and a committee has been appointed to suggest changes and simplify the procedures. The process would be finalised in a month, said an official.
