To initiate gender-responsive budgeting in Odisha, the Centre for Youth and Social Development (CYSD) released a report, “Gender Responsive Budgeting in Odisha: A Roadmap and Implementation Strategy”. The report provides detailed insights on how to incorporate GRB in all four phases - planning, budgeting, implementation and audit - of Budget Cycle.
Gender-responsive budgeting or GRB is a method of planning, programming and budgeting that helps advance gender equality and women’s rights.
In Odisha, the GRB has still not taken a momentum. It is currently confined to only 13 women specific schemes (GBS - Part A). Recently, the State ratified Sustainable Development Goals (SDG) with many targets specifically recognizing women’s equality and empowerment as both the objective and as part of the solution under SDG 5. looking into the context, this report will be a path finder for the policy makers to initiate practice Gender Responsive Budgeting in Odisha, release of CYSD said.
Gender issue got an impetus in the policy pronouncement of India since the Fifth Five Year Plan (1974-78). However, the GRB was given a concrete policy shape during 2004-05 through Gender Budget Statement. Some of the States are also producing GBS in line with the Centre.
