After failure of the Total Sanitation Campaign (TSC) under the Central Rural Sanitation Programme (CRSP) in 1999 and Nirmal Bharat Abhiyan in 2012, the district administration here is gearing up for successful implementation of ‘Community led Total Sanitation (ClTS) programme under the Swachh Bharat Mission in Angul block.

It has prepared a detail roadmap for behavioural change of the people along with construction of 48,000 toilets. Elaborating details about the programme in a Press meet, district Collector SR Yadav said the programme focuses on the behavioural change needed to ensure real and sustainable improvements.

The main thrust is on investing in community mobilisation instead of hardware and shifting the focus from toilet construction for individual households to the creation of open defecation-free villages, he said.

Yadav declared that the ClTS programme is his top priority. In coming 3 months, 38,328 toilets will be constructed under the scheme, he revealed. Apart from the district administration, the programme will be implemented by villagers, the DFID, the Feedback Foundation and the Water and Sanitation Mission, he informed.

In a training programme, sarpanchs of four panchayats namely Kumursingha, Sankapur, Chheliapada and Poktunga assured to do all efforts to make their villages open defecation–free.

Yadav is all set to convert the programme into a mass movement in the district by awareness campaigns, community intervention against open defecation, construction of toilets and regular and effective monitoring.
