At least 78 influential persons, including politicians, bureaucrats and journalists, have taken plots, flats and land under the Discretionary Quota (DQ).
The Taradatta-headed Taskforce report which was uploaded at the General Administration department website revealed sitting BJD MlA and former Minister Padmanav Behera and his politician-wife have benefitted under DQ system while IAS officers like Ninkuja Dhal, Pradip Kumar Jena and journalists like Srimoy Kar and Rajaram Satpathy, Bipin Singh among many others having possessed flats and plots under DQ by the Bhubaneswar Development Authority (BDA).
The Taskforce recommends that BDA, OSHB and GA Department in conjunction with each other should take up another exercise to obtain comprehensive details including the allotments made prior to January 1, 1995 to know the exact extent of individuals and families who have taken undue benefits of multiple allotments against the schematic provisions.
