The report of inquiry into the collapse of the Bomikhal under-construction flyover in the capital city was submitted to the Chief Minister by the Works Department on Wednesday.
The report, which was prepared after investigations by the Chief Engineer of Designs and the Chief Engineer of Roads under the PWD, held Executive Engineer Dukhabandhu Behera, Deputy Executive Engineer Bansidhar Praharaj and Assistant Engineer Kishore Kumar Rout primarily responsible for the mishap.
The three engineers, who were suspended and arrested following collapse of the under-construction flyover near the Bomikhal Durga Puja Mandap, left a person dead and 10 others injured, have been charge-sheeted under Rule 15 of Odisha Public Service Act for gross negligence.
The probe findings stated that the standard operating procedure (SOP) was not followed properly while approval for the centering was not taken prior to construction. The report also said no precautions were taken during the construction by the construction firm which is blatant flouting of the safety guidelines. Before commencement of the project, the design was also not submitted, the report said.
The report recommended for blacklisting of the executing agency of the project, Panda Infra Private limited. It also suggested for undertaking alternative measures for completion of the project.
Meanwhile, locals demanded expediting the project work for their convenience as they have to face congestion and traffic jams in the area regularly. Besides, they said accidents in the area have become routine and they hope that the Government would give a thought to this.
