Villagers refuse to be part of Medininagar Nagar Nigam!

Residents of Chiyanki have written to Chief Minister Raghubar Das and Urban Development Minister CP Singh to delink their village from the notified expanded and extended Medininagar Nagar Nigam.

Deputy Secretary Manisha Joseph Tigga in Urban development and housing department Ranchi has written a letter to DC Palamu Ameet Kumar urging him to look into the exhortation of the residents of Chiyanki for de linking from Medininagar Nagar Nigam for which 15 villages have been notified by the order of the Governor for their linkage to the erstwhile Medininagar Nagar Parishad.

A notification bearing the signature of Arun Kumar Singh principal secretary read that ‘By Order of Jharkhand Governor’ draft order is notified on April 22 2016. It was then sent to Gazette Publication where on its publication residents were to send in their objections/suggestions/comments on the linkage of 15 villages to Nagar Nigam here said district panchayati raj officer Palamu Shanti Kumar Pandey.

The deputy secretary letter makes a mention of one more village Rajwadeeh asking for the same de linking.

Deputy Commissioner Palamu Ameet Kumar said, “ Such a discontent is most evident when expansion of Nagar Parishad is done for rendering it Nagar Nigam.”

The DC further saidthat 15 villages (all revenue villages) were notified for inclusion in greater Municipal Corporation of Medininagar.

Asked that not only the villagers are up in arms asking for de linking a band of elected members of Palamu zila parishad too have gone vocal against any such linking of 15 villages to Medininagar Nagar Nigam Ameet Kumar said, “It is because this issue of expansion of Nagar Parishad to Nagar Nigam was originated from the office of the Nagar Parishad by then executive officer who either misunderstood or over read the issue as this beginning of the demand be made from the district panchayat raj office.'

The Raj Bhavan Ranchi has already notified 15 villages on the proposal .

The residents of village are against linkage to Nagar Nigam as then their rural status will be off and scheme under MGNREGA will not be there. Holding taxes on their dwellings would be imposed by the Nagar Nigam.

Again Medininagar Nagar Parishad under whose jurisdiction there is the population of just 78,000 civic amenities give a miss as drains are over flowing, encroachments are rampant drinking water supply is confined to some areas only, public toilets are in shambles and so any expansion or transformation into Nagar Nigam will finally take a big toll on the limited availability of facilities/amenities for the denizens here.

Medininagar Nagar Parishad is under category ' Kh' of Jharkhand Nagar Palika Act since its population is far below one lakh and once it is Nagar Nigam it will be having a population ranging between one lakh to just one less than 1.50 lakh said Pandey.
