The National Human Rights Commission (NHRC) has directed the Secretary of the State Health and Family Welfare Department to submit an Action-Taken Report (ATR) over the cutting of newborn girl’s abdomen and alleged medical negligence within four weeks.

The move by the NHRC came in response to a complaint filed by Human Rights Watch Secretary Sangita Swain on September 22. Notably, the upper abdomen of a newborn girl of one lili Gop was cut instead of the umbilical cord by a doctor at the Mandapal Sub-divisional Hospital at Talcher.

Swain appealed the NHRC to take immediate action by filling an FIR against the medical authority for its inaction and compensation of `20 lakh for the victim.
