14th Fin Commission: State still to get Rs 28,731 crore

Published on:

While the Fourteenth Finance Commission recommended State share from the Central tax of Rs 1,84,000 to be paid to Odisha for the period from 2015-16 to 2019-20, the Union Government has so far given Rs 1,56,081 to the State.

Finance Minister Niranjan Pujari informed this in the State Assembly on Monday in response to a question of BJD MLA Ashwini Kumar Patra and additional questions put by other members on Monday.

The Minister further informed that the Commission had also recommended Rs  7,965 for gram panchayats, Rs 1,418 crore for Urbal Local Bodies and performance grants of Rs 885 crore and 355 crore for GPs and ULBs, respectively. While grants for the GPs have been availed to the State, Rs 232 crore for ULBs and Rs 690 crore under Performance Grants have not been availed yet.

Similarly, the Centre has not paid Rs 266 crore under the natural calamity head.

He told the House that even as the Commission had recommended a Centre and State share at 90:10, the Union Government is now paying assistances at 75:25 ratio now due to lessening of Central receipts.

The Minister said the State is getting 4.64 per cent of the Divisional Pool now under the NITI Aayog while it was 4.77 per cent earlier and, thus, the Central assistances haveto the State have decreased now.
